The Complete Florida Pool Construction Timeline

One of the most common questions we hear from homeowners across Apollo Beach, Ruskin, Brandon, and the greater Tampa Bay area is: How long does it take to build a pool in Florida? The honest answer is 10–16 weeks from contract signing to your first swim — though the specific timeline depends on your county's permitting queue, your design complexity, and the time of year.

Here's a breakdown of every phase you can expect.

Phase 1: Design & Contract (Week 1–2)

Once you've selected your design and signed a contract, our team finalizes your pool drawings, engineering plans, and structural specifications. For clients who want 3D renderings, we prepare those during this phase as well (available for an additional fee). This phase is typically complete within 1–2 weeks.

Phase 2: Permitting (Weeks 3–8)

Permitting is the phase that surprises most homeowners — it's also the one that varies the most. In Hillsborough County (Apollo Beach, Ruskin, Brandon, Riverview), permitting typically takes 4–6 weeks. In Manatee County (Bradenton, Parrish, Palmetto, Ellenton), it typically runs 4–8 weeks.

South Shore Pools handles every filing and coordinates all required inspections. For a deep dive on the permit process, see our guide: Pool Permit Process in Hillsborough County.

Phase 3: Excavation (Days 1–3 of Construction)

Once permits are approved, our crew schedules your dig date. Excavation typically takes 1–3 days depending on pool size and soil conditions. For Apollo Beach and Gibsonton properties near Tampa Bay, we use dewatering pumps to manage higher water tables during this phase.

Phase 4: Steel & Shell (Week 2–3 of Construction)

After excavation, our crew installs the rebar framework. County inspectors perform a steel inspection before gunite (or shotcrete) is applied to form the pool shell. The shell cures for approximately 28 days before the interior finish is applied.

Phase 5: Plumbing, Electrical & Equipment (Weeks 3–5)

While the shell cures, our crews rough in all plumbing, conduit, and equipment pads. County inspections occur at multiple milestones throughout this phase.

Phase 6: Decking, Coping & Tile (Weeks 5–7)

Coping and tile are installed, followed by your chosen deck material — travertine, pavers, cool deck, or concrete. Any exterior water features or raised spa construction is completed during this phase.

Phase 7: Interior Finish (Week 7–8)

The interior plaster or pebble finish is applied and the pool is immediately filled with water. Startup chemistry is balanced over the following 2–3 weeks.

Phase 8: Equipment Startup & Orientation (Week 8–10)

Our team installs and programs all equipment and walks you through operating your pool and warranty coverage.
